Lloyd’s Appoints Flaquet From Hiscox as Chief Operating Officer
Lloyd’s, the world’s leading insurance and reinsurance market for global risk, has announced that Stéphane Flaquet has been appointed as chief operating officer (COO).

Flaquet will join Lloyd’s on Sept. 1, 2025 and will become a member of Lloyd’s Executive Team, reporting directly to Chief Executive Officer Patrick Tiernan. He replaces George Marcotte who has been Interim chief operating officer since September 2024.
In his role, Flaquet will lead the Operations function to deliver services to the market and Lloyd’s Corporation while delivering the market’s operations strategy, including managing the technology, data and change portfolio. He will also lead the Corporation’s work on the operational resilience of the market infrastructure and all Blueprint Two-related activity.
Flaquet has 30 years’ experience of building and leading high-performing teams while delivering complex change and driving profitable growth across international markets. He joins Lloyd’s from Hiscox, where he held a number of roles since joining in 2010, most recently group chief operations and technology officer. Before Hiscox, he held senior roles at American International Group (AIG) and Capital One.
“After a thorough search I am confident that Stephane is the right person to lead Lloyd’s Operations function and execute the operations strategy,” commented Tiernan. “Stephane’s experience will be integral to delivering operational excellence, flexibility and scalability to the Corporation and the market. This will drive efficiencies and modern working practices to meet the challenges of our evolving insurance market. I look forward to having him in my team.”
Tiernan went on to thank Marcotte for his leadership, expertise and insight and wished him “every success as he returns to Accenture.”
Flaquet’s appointment is subject to regulatory approval.

Arch Insurance Int’l Hires Byford as Senior Contingency Underwriter
Arch Insurance International announced the appointment of James Byford as a senior contingency underwriter, with immediate effect.

In this role, Byford is responsible for supporting the growth of Arch’s Contingency portfolio which provides primary and excess coverage across a broad range of areas including but not limited to event cancellation, event liability, non-appearance and cyber.
Based in London, he reports to Chris Rackliffe, head of Contingency and Accident & Health.
Byford brings over 14 years of experience in underwriting and prior to joining Arch was a lead contingency underwriter at Worldwide Special Risks.
“James brings deep industry expertise as well as a strong track record of building successful broker relationships and delivering exceptional client service. His experience will be instrumental in supporting the continued growth and diversification of our contingency portfolio,” Rackliffe said.
